Empowering Rural Women Entrepreneurs: Government Launches Phase 2 of the National Campaign on Entrepreneurship

A three-month intensive drive under DAY-NRLM to accelerate digital inclusion, strengthen rural enterprises, and achieve the target of creating 6 crore 'Lakhpati Didis'.

The Ministry of Rural Development has officially launched Phase 2 of the ‘National Campaign on Entrepreneurship’ under the flagship Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM). Running for three months until November 21, this strategic extension is designed to catalyze rural women’s entrepreneurship across India. By scaling up self-reliance initiatives and market linkages, the campaign serves as a critical pillar in fulfilling the government’s ambitious goal to create 6 crore Lakhpati Didis—women from self-help groups (SHGs) earning a sustainable income of at least ₹1 lakh annually.

Core Pillars of Phase 2

Farm and Non-Farm Enterprise Growth: Deepening entrepreneurial capabilities across both agricultural and non-farm livelihood sectors for SHG members.

Digital Integration & E-Commerce Expansion: Transitioning grassroots micro-enterprises into the digital economy by connecting them to online platforms and wider markets.

Strengthening Support Frameworks: Capacity building for Community Enterprise Promotion Cadres to provide localized mentorship and institutional backing.

Scaling Producer Collectives: Fortifying Producer Groups and Producer Enterprises to enhance collective bargaining, operational scale, and profitability.

Key Targets and Actionable Roadmap

Capacitating Grassroots Workers: Specialised training for 50,000 community workers to guide local enterprise development.

Skill Development & Livelihood Training: Delivering entrepreneurship and livelihood skills training to 5 lakh SHG women.

Formalization of Rural Businesses: Extending formalization, registration, and credit linkage support to 50,000 rural micro-enterprises.

E-Commerce Integration: Onboarding 25,000 SHG entrepreneurs onto digital and e-commerce platforms to expand market reach.

Sustainable Agriculture: Promoting climate-resilient, agro-ecological practices among 20 lakh women farmers.

Expanding Collectives: Scaling up membership across Producer Groups and Producer Enterprises to reach 2 lakh members.

Data-Driven Youth Engagement: Building a comprehensive database of 5 lakh adolescent girls from SHG households to map future economic empowerment interventions.

This three-month campaign reinforces the government's commitment to transforming rural women from self-help participants into sustainable economic leaders, driving inclusive growth across India's rural landscape.
